There could be other things to consider , the main one I think would be the winter snow maintenance is not an issue with a tunnel and no freeze /thaw damage on the road .
I have been saying lately to my friend instead of building a tunnel under the 401 which is way more costly than purchasing the 407 back and then lowering the tolls to .25 cents/km or even 50 cents/ km. You will have way more people using the 407. Just a thought...

Money laundering on the taxpayer's dime. Roads and critical infrastructure should never have been sold privately to begin with ffs.
